City of Olympia codes that affect Ken Lake:

Home Occupations (excerpts from 18.04.060):
A home may be used to conduct a home business as long as the nonresidential use is clearly accessory to the residential use and does not change the residential character of the neighborhood. The occupation shall be cunducted entirely within the dwelling or accessory building, excluding a carport. There shall be no structural alteration nor any exterior modification of the structure in order to accommodate the occupation. Home occupations shall emit no noise, vibration, smoke, dust, odor, heat glare, fumes, electrical interference, pollutants, or waste products detrimental to the environment, public safety, or neighborhood beyond those normally emanating from residential uses.

Outdoor Storage (18.40.060E 4a):
Outdoor storage must be screened from view of any public way. Materials covered by buildings with roofs but without sides shall be considered outdoor storage and subject to screening. Refuse may be stored in cans outdoors provided that they are enclosed ina screened enclosure area. Storage of mrchandise, raw materials, equipment, fixtures, scraps or solid wastes shall be stored within an enclosed building, with the exception of lumber, gardening materials, , and afew other exceptions.

Storage of Motor Vehicles and Appliances (18.40.060E 4a):
Motor vehicles, appliances, and any other mechanical equipment which is not longer operable or licensed shall not be stored outside for a period exceeding thirty days. Operable motor vehicles, boats, trailers, recreational vehicles, and the like may be stored on the premises provided that they do not obstruct the use of the public right of way or interfere with traffic visibility, especially the visibility of and at intersections. Such vehicles may not be used for living quarters. Shuc vehicles may not be stored within less than five feet of any side or rear propergy line without written approval of the occupant of the adjoining property. Storage in or on the public right of way is prohibited. All vehicles, boats, trailers, recreationa vehicles, household and bsiness equipment, landscape material and any other personal items whall not be placed with in a public right of way longer than twenty four hours.

Public Nuisance (8.24.020):
Except as authorized by law or regulation, placing or maintaining on public or private proberty any accumulation of garbage, trash, junk or recyclable materials which unreasonably interfere with the health, safety, or welfare of the public, is considered a public nuisance.

Keeping howling or barking animals which unreasonably disturb the peace.

Detached Structures (2006 International Residential Code R105.2):
A residence can have a detached structure (used as a storage shed, playhouse, or similar use). If it is under 200 sq. feet it does not require a permit.

Enforcement:
The City of Olympia Police Department has an Enforcement Officer, Georgia Sabol. If a neighbor is in violation of any of the above, a good first step is to discuss the problem with the neighbor and ask them to remedy the problem. If that is not successful, violations can be reported to Georgia at 753-8325. After reporting, the following steps can be taken: 1. nice letter sent from city informing resident of violation and giving time line for correcting 2. inspection to verify correction in two weeks 3. second more serious letter sent 4. second inspection 5.action taken for failure to correct could include issuing a ticket with fine or city can correct matter and bill resident or take them to court
