Report of the Board Meeting

June 20, 2011

 

ROLLCALL: BoardMembers Present: Lloyd Goodwin, Diane Joy, Leola Wheeler, and Bert Trobman . OTHERS: Debbie Prusso, HarrietTrobman, Trent Hart, Hilmar Kuebel, Ron & Vicki Anderson, Gail Dahm, Wayne& Carol Gruen, special guest Karen Rogers (running for mayor) and Mr. Lowerfrom the police department.

CALL TO ORDER: The June 20th meeting was called to orderat 7:00 p.m. at the home of Bert and Harriet Trobman by Vice President LloydGoodwin.

 

FINANCE REPORT AND MINUTES May minutes were approved. No corrections were made to the May newsletter. Financereports for May were approved.

 

COMMUNITY GARAGE SALE: The weather cooperated and 46house participated in the event. Over $880 was added to ourplayground/equipment fund. Thanks to Kirsten Hansen and her committee for alltheir hard work to make it a successful day for all.

 

SECURITY: Ralph Oliver’s security cell number is 791-0129. PLEASE CALL 911 FIRST IF IT IS AN EMERGENCY. The non-emergency number for thePolice Department to report concerns is: 704-2740.

Reminder: Please walk facing oncoming traffic, wear light coloredclothing, carry a flashlight, or wear a reflective vest!

On my patrols of Ken Lake from May1, to May 31st I covered 142miles. There were 8 residents on vacation whorequested security checks. There was three incidents that occurred/ reported inMay.

House Fire 2200 BlockLakemoor 5-18 around 10:30 p.m.: A house was heavily damage by a fire at the house near theTot Lot. It received approx. $100,000 in damage. No one was hurt; the residentswere home at the time and able to escape.

Dog Chases residentKen Lake Drive & Lakemoor 4:30 p.m. 5-18: A resident was chased by a vicious dog thatgot loose from its owners house. This is the second time this dog has gottenloose, and chased residents. The dog Is a large Rottweiler. Animal control wascalled and is conducting an investigation. Again, lucky no one was hurt.

Boat on Lake with anelectric motor 7:00pm 5-19: Security responded to a call of a boat on the lake with electricmotor. Ralph was able to stop the boat and the motor was removed.

 

FIREWORKS: Officer Lower attended themeeting and provided the following information:

Safe andsane fireworks can only be set off on July 3 and 4 in the city of Olympia from10 a.m. to 11 p.m. Illegal fireworks need to be reported to them as they willbe patrolling our area on those days as much as possible and possession ofillegal fireworks is the issue, it doesn’t matter where they were purchased. If you know a stand is selling illegal fireworks please report it, the FireMarshall can check stands.

 

You cannotblock the street with your fireworks and/or group of people. Fire and policeequipment need to have access at all time. If you see this happening pleasecontact the police department at 704-2740 (this is the business line).

 

Fireworksshould be set off in as open an area as possible, and clean-up of your debrisis YOUR responsibility. It is recommended that if you know someone issetting off illegal fireworks please contact the police department at 704-2740and they will talk to the individuals. A repeat visit will result in a fine.

 

FIREHAZARD AREAS; There will be a gathering of residents who will meet with the Fire Marshall RobBradley on areas of concern as potential fire hazard areas during the drysummer days, overhanging tree limbs, or bushes next to a house, downed treesthat are dry, etc. Contact Gail Dahm at 866-9627 if you want to be a part ofthe walk through. She will be arranging for a date for the walk through withMr. Bradley.

 

MAINTENANCEREPORT:

Work in the past month has involvedthree volunteer projects. The annual cleaning of the entrance island attracted11 volunteers who weeded, raked and cleaned. The sign lights were checked andput into working order and the sprinkler system turned on for the season.

The big project was the cleaning,repair and surfacing of the swimming dock at West Side Park. Eleven of thedecking planks were found to be rotten, and required replacement. Bill Hibbertvolunteered his pressure washer, permitting two machines to be used at the sametime to thoroughly clean the decking of all algae, sand and debris. After thedeck dried, two coats of Deck Restore were rolled and brushed on the surface.The first coat took 9 hours to apply, while the second coat took about 7. Thisoperation took parts of three days to accomplish, as additional product neededto be purchased.

On the last day, Kristina and BobMorse volunteered to rake and remove goose feces from the park, a project thattook over two hours of raking and scooping. Some organic material and weeds werealso removed from the water edge. Bill again volunteered to weed the flowerbeds and around the front of the park. Much of this material was collected andplaced in heavy garbage bags for removal to the transfer station, while Billhas been placing most of the weeds he’s removed into his green barrel. Thelast part of the project was hauling of decayed decking, bags of goose leavingsand three bags of empty paint cans to the transfer station at Hawks Prairie.

Carol and Wayne arranged for DonavanMiller (replacing Mark Lapham) to do weed eating at the parks, and along thestream at the Tot Lot.

The sprinklers are now turned on atWest Side Park, but not at the other three parks. They will be turned on assoon as the grass shows signs of needing water.

BoatOwners: please remove the boat that is locked to the canoe racks at the MainRec Area-Christopher Park.. It makes it difficult for canoe owners to get theircanoes off the racks. The boat at the Main Rec Area, which is chained tothe fence doesnot have an LCC number on it that is visible. The chain will be removed andthe boat will be given 30 days to either be numbered or removed.

 

TOTLOT IMPROVEMENTS:   Trent Hart presentedplans for upgrading the BMX track at the Tot Lot and adult exercise equipmentthat could be an additional upgrade to the area.

Hiscost estimate for the BMX with adult exercise equipment would be around$14,000. The cost could be reduced by volunteers willing to remove the ivy andclean out the outflow channel.

LAKEISSUE; Concern has been raised about the invasive yellow irises growing along the waterfrontproperties. These are considered a noxious weed and dangerous to the beacharea. The board is looking into what can be done to prevent them fromspreading any further around the lake.

Accordingto our Lake Treatment Company, they can be dug out or they can be sprayed bythe homeowner. We are contacting our lake treatment company to see what can bedone under our existing permit and what the cost of treatment would be if its allowed.

 

PARK HEIGHTSDEVELOPMENT: The Ken Lake Basin Study has not yet been completed.

Weexpressed our concerns to Karen Rogers about the development and the effects ofit on our community.. Todd Stamm reported at the City Council meeting thatthere are elements of study that pertain to the zoning issue versus elementsthat only apply to the developers site development. The question was raisedwhere does blasting fit in. The question was raised with Ms. Rogers of what isand what is not included in the Ken Lake Basin Study. She reported that theCouncil is interested in protecting our lake and resolving flooding issues inour community.

 

COVENANTCONCERNS: Theboard is requesting that those residents who walk around the lake submit inwriting any concerns or issues that they notice don’t meet the covenants ofour community. The board will respond to these concerns with a letter andthen follow-up action if needed. Written comments can be left in the box onCarol Gruen’s porch at 2205 Lakemoor Drive, or mailed to our P.O. Box 2285,Olympia, WA 98507.

 

ARCHITECTURALCOMMITTEE: ChairpersonLeola Wheeler’s phone number is 943-3398 if you want to work on your property. There was a request for a dock extension that doesn’t meet the requirement ofthe City or of our covenants. Permission was denied. Repairs to the existingdock need to be brought in line with the original one. Leola will follow up.
