Long Range Plan for Lakemoor Community's Common Areas

Goal: Provide a clear, comprehensive document that provides direction over a 15 to 20 year period for the maintenance and development of Lakemoor common areas.

Process: A committee of volunteers from our neighborhood spent two years developing a long-range plan for the Lakemoor Community’s parks, cul-de-sacs, and entry island.  Residents were invited to comment on the plan as it was presented at meetings, on the website and newsletter. Those comments were often incorporated into the plan. After taking comments from residents last July and again at our annual meeting in January, the board of directors voted to accept the plan in concept.

Objectives:  Three basic objectives underlie all improvements:

  • Provide for safety and security.

  • Preserve the natural character of the community.

  • Strengthen the appeal of our common areas.

Guidelines: The board has established these guidelines to be incorporated into the plan:

  • Ensure the safety of equipment, facilities, and grounds at all community areas.

  • Provide facilities that meet the needs of our residents.

  • Ensure an accessible, safe, and fun environment.

  • Ensure that community facilities are easy and economical to maintain.

Over the long term: The long range plan has been divided into five phases, using the factors listed above as guidelines. Special attention was paid to replacing unsafe play equipment as soon as possible. The board of directors hopes to begin implementation of Phase 1 this summer.

Phase 1: Affecting primarily the Tot Lot.

  • New playground equipment will replace the dangerously old equipment there presently

  • Additionally, the containment edges around play equipment at all parks will be replaced. The logs there now are rotting.

  • A safer surface will be laid beneath the play equipment

  • A chain link fence will replace the insufficient cedar split rail fence

  • New benches will be added

Eventually, in the remaining four phases, these improvements will be incorporated: rebuild the tennis courts, improve the main entry area, re-grade Ball Field and Tot Lot lawns, add exercise equipment at the Tot Lot and Ball Field, refurbish BMX track, replace benches at the other parks, and add a nature trail.

Costs: Because this is a long range plan (ranging over 20 years), it is impossible to accurately provide a total cost for all phases.  Our best guess, in 2009 dollars, is the entire plan would range from $300,000 to $500,000.

Phase I, scheduled to begin soon, is more accurately estimated at $100,000, with the bulk of that money going to purchase of new playground equipment.

The Long Range Planning Committee members are to be commended for their work. Many hours were invested in thoughtful discussion, and their plan will enable the Lakemoor community to flourish and effective and efficiently use club dues for years to come.
